Children in Foster Homes in the US

THINK I KNOW
A lot of foster children are left homeless after they are out of the foster system when they reach 18
A lot foster children get abused and they never can be sure that the foster home that they are going into will be safe and loving.
3/10 homeless people in the US were former foster children
The constant change of foster homes will be a huge distraction from their education, will therefore lead them to not have enough skills to get a decent job.

WANT TO KNOW
How can this be changed?
How can the government improve the Children's Foster System in the US?
How does the foster system work?

Questions
How can the government improve the Children's Foster System in the US?
How do foster children survive outside the foster system after they turn 18?
How do foster children feel about the foster care system in the US?
What is the relationship between the Foster Care System with poverty and inequality?
